Ms. Walker has over 20 years of experience in both Contract and Project Management as both a consultant and employee. Ms. Walker has expertise in Commercial, Government and International Contracting. She has extensive hands-on experience in every aspect of the contracting/procurement process from proposal preparation to contract close-out. Ms. Walker has been involved in all types of contracts for supplies, services and major systems. She is highly skilled in the negotiation of cost, schedule and terms and conditions. In addition, she had managed the implementation of many projects from the proposal to installation of the system.
Ms. Walker has held careers in various high technology industries such as: government aerospace, commercial aircraft, computer science, telecommunications and professional business consulting (clients include DRS Technologies, General Dynamics, etc.). She has managed and supervised both contract and program personnel for several major corporations.
In her contracting career she has published a contracts manual and numerous contract related articles. Ms. Walker has been responsible for corporate compliance with federal, state and local procurement regulations such as EEO, Small Business, Anti-Kickback, Procurement Integrity, etc. She has also served in Ethics and Export Compliance Officer positions.
She is very active in the National Contract Management Association (NCMA) and has held several past officer positions. Ms. Walker is a Certified Professional Contracts Manager (CPCM) as well a certified Statistical Process Control Trainer.
Ms. Walker has taught various courses in federal, commercial and international contracting. She has taught CPCM review courses for the National Contract Management Association and has completed several education courses at Loyola Marymount University. As an instructor for Corporate Learning Solutions, she applies her vast experience in Commercial Contracts and Negotiations in various educational training sessions and/or classroom settings. Years of developing, negotiating and implementing projects/contracts has given her a meaningful set of experiences to present. You will find her teaching style easy and student focused.
She is very active in her community as a volunteer and also holds several Board of Director positions for local non-profit organizations. Ms. Walker is a strong leader who strives for full team participation and her passion is reflected every day in her professionalism and drive. She has often been referred to as the “Energizer Bunny” for her high energy level and enthusiasm.
Ms. Walker served on the Board of Directors for “The ALS Association a 501C3 often referred to as Lou Gehrig’s Disease” and held positions as the Advocacy Chair and lead patient groups to visit our Nation’s Capital to promote funding for research and drug trials. In addition, she also transitioned from the Board into the Executive Director position during a time of need. Ms. Walker successfully marketed and directed 7 Walk to Defeat ALS events throughout the State of Florida raising over $1M for the charity. She also developed the Florida Chapter’s newsletter and legacy program.
Ms. Walker also served on the Executive Board of Directors for Lutheran Church of the Cross as the Treasurer. Holly has been a member of LCC for 7 years and has been active in serving on the Stewardship Committee, Mentorship Program and LCC Day School Auction Committee.
Ms. Walker served on Executive Board of Directors for the St Petersburg City Theatre as the Treasurer for 7 years. In addition, Ms. Walker has joined the Board of Directors at the First Tee of St. Petersburg.
She has been a member of the Junior League of St. Petersburg, Florida since 2004 and held various leadership positions including Chairperson of the annual Golf Tournament and Kids Create. The Junior League helps both women and children in need in the greater St. Petersburg Florida community. Ms. Walker is also a writer for the NE Journal serving the residents of NE St. Petersburg in her community.
Ms. Walker has resided in St. Petersburg Florida since 1995 with her husband Thomas, two children Trey (19) and Raleigh (12) and their West Highland Terrier, Coconut.
Ms. Walker holds a B.S. Degree in Accounting from the University of South Florida and an M.B.A. with concentration in Government Contracts from the Florida Institute of Technology and is also a Certified Professional Contracts Manager.
